Open paper: 12. C/p in the canvas.

Layers - Load Masks:

Resize at 95 percent - Smart Size.

Open: Chicken Wire 2. c/p in the canvas. Resize at 80 percent - smart size.

Place it in the center.

Open: Splatter 1. c/p in the canvas,  Resize at 70 percent - smart size.

Place it in the right middle side. 

Open: Splatter 2. c/p in the canvas,  Resize at 65 percent - smart size.

Place it in the left middle side. 

Open: City. c/p in the canvas,  Resize at 80 percent - smart size.

Place it in the center. 

Open: Rose 3. c/p in the canvas,  Resize at 50 percent - smart size.

Place it in the right side. 

Open: Heart 1. c/p in the canvas,  Resize at 70 percent - smart size.

Place it in the left side. Image - Free Rotate: 20 degrees - Left.

Open the tube. C/p in the canvas, resize and place it in the center. 

Effects - Plugins - Eyecandy 4000 - ShadowLab:

Open: Shoe 3. c/p in the canvas,  Resize at 40 percent - smart size.

Place it in the left side.

Open: Heart 2. c/p in the canvas,  Resize at 40 percent - smart size.

Place it next to the shoe.

Open: Lipstick. c/p in the canvas,  Resize at 30 percent - smart size.

Place it between the heart and shoe.

Open: Ribbon 2. c/p in the canvas, resize at 50 percent - smart size.

Place it in the bottom center. Image - Free Rotate: 15 degrees - Left.

Open: Ribbon 3. c/p in the canvas, resize at 40 percent - smart size.

Place it below the ribbon.

Open: Wordart 2. c/p in the canvas, resize at 40 percent - smart size.

Place it in the top left.

Open: Cupcake 3. c/p in the canvas, Resize at 35 percent - smart size.

Place it in the right side. 

Open: Puppy. c/p in the canvas, Resize at 40 percent - smart size.

Place it in the right side.

Add more elements to decorate the tag:
