Open a new image: 600x450.

Open: Halftone 3. C/p in the canvas, resize at 60 percent - Smart Size.

Place it in the left side, duplicate. Image - Mirror. Merge visible.

Effects - Texture Effects - Blinds:

Open: Halftone 1. C/p in the canvas, resize at 75 percent - Smart Size.

Place it in center.

Open: Rivets. C/p in the canvas, resize at 70 percent - Smart Size.

Image - Free Rotate: Left - 100 degrees. Place it in the top center.

Copy and paste as a new selection, place it below the first, paste on more time and place it 

below.

Open: Skull Line. C/p in the canvas, resize at 70 percent - Smart Size.

Place it at the bottom.

Open: Splatters. c/p in the canvas, resize at 45 percent - Smart Size.

Place it in the left bottom side.

Open: Grass 1. c/p in the canvas, resize at 50 percent - Smart Size.

Place it in the left bottom side, above the splatter. Duplicate. Image - Mirror.

Open the tube, c/p in the canvas, resize it it's needed. Place it in the center.

Effects - Plugins - Eyecandy 4000 - ShadowLab:

Open: Ribbon 1. c/p in the canvas, resize at 65 percent - Smart Size.

Place it at the bottom of the tube.

Open: Rose 2. c/p in the canvas, resize at 40 percent - Smart Size.

Image - Free Rotate: Right - 30 degrees. Place it in the right side of the grass.

Open: WA 3. c/p in the canvas, resize at 40 percent - Smart Size.

Place it in the top left.

Add more elements to decorate:

Beads N Charms

Bow 1

Key

Lolli 1

Rose 1

Sparkles 1

Sparkles 3

Sharpen the elements, apply Shadow.

Effects - Plugins - Eyecandy 4000 - ShadowLab:

Add copyright and your name. Merge Visible, copy and paste as new image. Export as a png or jpg.
