Open a new image: 635x520 

Open the paper: BIBIWINTERJOY PAPERS (3). C/p in the canvas, resize at 40 percent - Smart Size.. 

Layers - Load Masks:

Merge group, duplicate.

Open: BIBIWINTERJOY ELEM (1)A. c/p in the canvas, resize at 50 percent - Smart Size.

Place it in the center.

Open: BIBIWINTERJOY ELEM (81). c/p in the canvas, resize at 60 percent - Smart Size. 

Place it in the bottom left corner.

Duplicate. Image - Flip. Arrange it in the top right corner. Merge down the layers.

Duplicate. 

Effects - Plugins - Xenofex 2 - Constellation:

Open the tube, c/p in the canvas, resize if it's needed. Place it in the center.

Duplicate, apply gaussian blur: radius by: 3 pixels.

In the layer palette, change the blend mode to: Overlay. Low the opacity to: 75.

Merge down.

Effects - Plugins - Eyecandy 4000 - ShadowLab:

Open: BIBIWINTERJOY ELEM (62). c/p in the canvas, resize at 65 percent - Smart Size.

Place it in the center and make small selections around the stars of choice and

arrange it in the tag. Remove the excess.

Open: BIBIWINTERJOY ELEM (48). c/p in the canvas, resize at 50 percent - Smart Size.

Place it in the left side.

Add more elements to decorate:

Add copyright and your name. Merge Visible, copy and paste as new image. Export as a png or jpg.
