Supplies Needed: 

PSP 

Tube of choice. I am using one by Barbara Jesen. You can now find the tube: here

Cluster frame by me made with the scrap Lemon Faire by Inzpired Creationz: here

Wordart 004 by me:  PSP here and PSD  here  

Plugin: Dsb Flux here

Font here

Open the cluster. Duplicate the file and close the original.

Resize to 650 of width and crop if you want.

with the lasso tool make a selection around the two frames:

Selections - Modify - Expand by: 2 pixels

Make a gradient with two colors that match your tube. my choice:

Foreground: #ecb423

Background: #fff99f

Angle: 0

Repeats: 2

Style: linear

Invert: uncheked

Add a new layer, floodfill with the gradient. move it below the frame

Duplcate the layer and activate the copy.

Effects - Plugins - Dsb flux - Bubbles:

Effects - Texture Effects - Blinds:

Activate the original gradient layer:

Effects - Plugins - Dsb flux - Bright Noise:

Do not deselect. Open the close up of the tube, c/p in the canvas, resize if needed.

Place it either in the left or right frame. Selections - Invert. Edit - Clear.

Duplicate the layer. Adjust - Blur - Gaussian Blur:

Radius: 2 

In the layer palette, change the blend mode to: Soft Light.

Effects - Texture Effects - Blinds:

Select the original tube layer and Add drop shadow:

V: 1 H: -3

O: 35 B: 5

Add a new layer, floodfill with the gradient. 

Apply the mask: Gemsmask56. Merge group. 

Send to the bottom. Duplicate the layer. Resize (the copy) 80 percent - Smart Size.

Activate the original mask layer. Apply Bright Noise. (same settings used)

Open the wordart, c/p in the canvas, place it where you like it.

Add drop shadow:

V: 1 H: 2

O: 35 B: 3

Add copyright and your name. Merge Visible, copy and paste as new image. Export as a png or jpg.
